A wish on "ghost month": preserve Losheng sanatorium!
On chinese "ghost month" (lunar calendar of July), residents of the Lo-Sheng sanatorium (Happy Life Leprosy Sanitarium), a leprosarium built by the Japanese colonial government at 1930s, were burning paper money to the ghost, wishing the sanatorium could be preserved from the construction of metro station.
In the past, patients in the sanatorium were treated like life-time prisoners, and they could not leave the place even after their death. Thousands of the dead peaple were cremated and collected in the pagoda.
Until now, all residents are still treated as patients and cannot claim the rights to their houses and land. They cannot even choose where they want to live.
The residents were forced to come to this sanatorium at the begining. Now they are being forced to move again. The Department of Health sold the land of the sanatorium to the Department of Mass Rapid Transit (MRT) and told the residents "you can choose to leave or move to the modernized building".
But with the bad body condition, to live in a highrise is just like being excluded again. So the residents and human rights activists requested the government to make a law against the discrimination of "Hansen disease" patients and to re-design the MRT parking & service area.
In the"ghost month", people believe that the deads will come back and listen to the voices of the lived ones, the Self-Help organization of the residents in Lo-Sheng wish the spirits can protect the sanatorium district from the governmental development project.

we've been thinking on this issue all the time. And the problems are, as pressures on 'human rights' grow, then opinions on 'PAYMENT (indemnification)'also grow fast in the Legislation Yuan(立法院).
If the public voice swings to 'money', then the hope of 'whole preservation' will fall. Things impled is that, the MAT construction contained uncountable interests.
So even we talk about the importance of the sanatorium for the residents, and even we say that the best way to protected the residents Human Rights is to preserve the sanatorium for the purpose to let the residents to have 'rights to choose where to live', the government will use the public discourse that "we've already gave them the best social welfare and have already gave them money for indemnifying measures".
Then all discourse will swing to 'money', that human rights could be paid by money..

i don't understand why human rights discourse would be related to money matter...
for example, in the case of AIDS, human rights discourse is directed towards the problem of discrimination and against social seclusion. it is a good way to fight again the social stigma of the lo-sheng residents who are off-spring of hansen disease?

Whenever we talk about 'human rights', there'll be a voice come out and speak of 'compensate', or to legislate a law to over write the bad names of the patiencts of Hansen disease. then the law will lead to money indemify.
There are many groups where doing things related to the movement. And the request 'whole area preservation' is the toughest one among all requests from all groups.
As this issue really matters and is significant, the government and the dominant political structure are smart enough to chooose a better solution, which is good on the outward, and which is not going to stop their interests.
And, some off the groups are closely related to the political structure.
